Your Mission: The Architect of Project Certainty
As a Principal Project Controls Engineer at Bechtel, you are the senior technical authority responsible for the development, integration, and management of the total project controls program on a major capital project. You do not merely track progress; you architect the systems that predict outcomes, identify risks, and provide the data-driven intelligence that empowers project leadership to make informed decisions. Your work is the central nervous system of the project, ensuring financial and schedule integrity from initial estimate through to final closeout.
You will be deployed to our most significant and complex global projects—multi-billion-dollar LNG facilities, major mining expansions, next-generation manufacturing plants, or critical infrastructure programs. Your expertise will be the bulwark against uncertainty.
Core Responsibilities & Impact Areas
1. Strategic Leadership of Project Controls Systems

Establish the integrated project controls strategy for the project, defining processes, tools, and reporting protocols for cost, schedule, risk, and change management.

Serve as the project’s foremost expert on Earned Value Management System (EVMS) implementation and compliance, ensuring alignment with Bechtel procedures and client requirements (e.g., DOE, DOD, ISO).

Lead the development of the Project Controls Plan, a foundational document guiding all cost and schedule activities.

Mentor, develop, and provide technical direction to a diverse team of project controls professionals.
2. Cost Engineering & Forecasting

Oversee the development and management of the Total Project Cost Baseline, integrating estimates, budgets, and contingency.

Authorize and analyze monthly cost forecasts, variance analysis reports, and cash flow projections. You will explain the “why” behind every variance to the Project Manager and client.

Manage the project’s Change Control Process, evaluating impacts of trends, scope changes, and potential claims on the project’s cost position.

Direct the preparation of client cost reports and participate in high-level client and joint venture review meetings.
3. Advanced Schedule & Planning

Govern the development and maintenance of the Integrated Master Schedule (IMS) using Primavera P6, ensuring it reflects the true execution sequence, logic, and constraints.

Implement critical path method (CPM) analysis and schedule risk analysis (SRA) to quantify schedule uncertainty and identify priority action items.

Oversee the integration of engineering, procurement, construction, and startup schedules into a coherent, resource-loaded IMS.

Validate progress measurement systems and ensure schedule integrity aligns with earned value performance.
4. Risk & Opportunity Management

Facilitate the quantitative risk analysis (QRA) process, using advanced software (e.g., @RISK, Pertmaster) to model cost and schedule uncertainty.

Lead risk review workshops with project leadership to identify, assess, and develop mitigation plans for threats and opportunities.

Maintain the project risk register and ensure risk contingency is actively managed within the forecast.
5. Reporting & Stakeholder Communication

Synthesize complex cost, schedule, and risk data into executive-level dashboards, reports, and presentations that provide clear, actionable insights.

Act as a key advisor to the Project Manager and Project Director, providing early warning of potential issues and recommending corrective actions.

Ensure all project controls deliverables meet Bechtel’s stringent quality standards and contractual obligations.
The Candidate We Seek: Qualifications & Competencies
Non-Negotiable Requirements

Education: Bachelor’s degree in Engineering, Construction Management, Business, or a related field from an accredited university.

Experience: Minimum of 15 years of progressive project controls experience, with at least 8 years in a senior or lead role on engineering and construction (EPC) projects valued over $500 million.

Technical Mastery:

Expert-level proficiency with Primavera P6 and Earned Value Management.

Demonstrated experience developing and managing Integrated Master Schedules for complex industrial projects.

Proven capability in quantitative cost and schedule risk analysis.

Advanced skills in MS Office Suite, particularly Excel for data modeling and analysis.

Highly Preferred Qualifications

Professional certification such as PMI-SP (Scheduling Professional), PMI-RMP (Risk Management Professional), EVP (Earned Value Professional), or CCP (Certified Cost Professional).

Direct experience in one of Bechtel’s core sectors: Energy (LNG, Hydrogen, Renewables), Mining & Metals, or Nuclear.

Field construction planning and execution experience.

International project experience and cultural adaptability.
