Your Mission: Deliver Expert Support for Gender Equality

As a Home-Based Programme Consultant for UN Women, you will be deployed to provide specialized technical expertise, research, and operational support to a specific programme or project within our global network. You will work as an integral part of a virtual, international team, contributing to the design, implementation, monitoring, and evaluation of initiatives that advance gender equality and International Programme Consultant UN Women USAQA/QC Supervisor Global Energy Projects Saudi Arabia in a designated thematic or geographic area.

Core Responsibilities & Consultancy Focus Areas

Consultants are hired for specific Terms of Reference (TOR). Your responsibilities will align with one or more of the following key functional areas:

1. Programme Development & Formulation

  • Conduct desk reviews, gender analysis, and stakeholder mapping to inform programme design.

  • Draft sections of concept notes, project documents, and funding proposals for donors and partners.

  • Develop detailed programme work plans, budgets, and monitoring frameworks.

  • Provide technical input on integrating human rights-based approaches and intersectionality into programme design.

2. Research, Knowledge Management & Reporting

  • Conduct qualitative and quantitative research on specific gender equality themes (e.g., women’s economic empowerment, ending violence against women, women in leadership).

  • Draft high-quality research reports, policy briefs, and knowledge products for diverse audiences.

  • Analyze data and draft donor reports, annual reports, and inputs for UN system reporting.

  • Support the development of communication and advocacy materials.

3. Technical Support & Capacity Development

  • Develop training curricula, toolkits, and guidance notes on gender mainstreaming for government, civil society, or UN partners.

  • Provide remote technical assistance and coaching to partner organizations.

  • Facilitate virtual workshops, webinars, and peer-learning sessions.

  • Review and provide feedback on partner deliverables from a gender equality and technical perspective.

4. Monitoring, Evaluation & Learning (MEL)

  • Support the development of MEL plans, indicators, and data collection tools.

  • Conduct remote data collection (surveys, key informant interviews) and analysis.

  • Draft baseline, mid-term, and end-line evaluation reports.

  • Document and synthesize programme lessons learned and best practices.


The Consultant Profile: Expertise & Experience

We are seeking consultants across a wide range of technical specialties. Successful candidates will demonstrate expertise in one or more of UN Women’s thematic areas, coupled with strong remote working competencies.

General Eligibility & Competencies

  • Education: Advanced university degree (Master’s or equivalent) in Gender Studies, International Development, Law, Economics, Social Sciences, Public Administration, or a related field. A first-level university degree with additional qualifying experience may be accepted.

  • Experience: Minimum of 5 years of progressively responsible professional experience in gender equality, women’s empowerment, international development, or humanitarian action.

  • Technical Skills:

    • Demonstrated expertise in at least one of UN Women’s core thematic areas.

    • Excellent research, analytical, and writing skills, with a proven ability to produce high-quality reports and knowledge products.

    • Strong project management and organizational skills.

    • Proficiency in Microsoft Office suite and virtual collaboration tools (MS Teams, Zoom, SharePoint).

  • Language: Fluency in English is required. Working knowledge of another UN official language (Arabic, Chinese, French, Russian, Spanish) is a significant asset.

  • Ending Violence Against Women (EVAW): Policy development, service provision, prevention programming.

  • Peace, Security & Humanitarian Action: Women, Peace and Security (WPS) agenda, gender in humanitarian programming.

  • Communications & Advocacy: Strategic communications, social media, campaign design.
