Position Overview: Your Mission

The Program Officer (PO) is a pivotal role responsible for the development and execution of sophisticated program strategies. You will serve as a key advisor, a grant-maker, a partner liaison, and an internal advocate for your portfolio. The successful candidate will possess a unique blend of deep technical knowledge, strategic foresight, and practical management skills to navigate the complexities of global development.

  • Job Title: Program Officer

  • Salary Range: $208,000 – $352,000 per year. This reflects our commitment to attracting top-tier talent and is determined based on relevant experience, internal equity, and market analysis.

Core Responsibilities: What You Will Do

As a Program Officer, your day-to-day work will be varied, challenging, and deeply rewarding. Your primary responsibilities will include:

1. Strategy Development and Implementation:

  • Lead the design and refinement of a specific program strategy, ensuring it is evidence-based, ambitious, and achievable.

  • Conduct rigorous analysis of the landscape, identifying key barriers, opportunities, and potential partners.

  • Develop clear theories of change, logic models, and performance metrics to guide the initiative’s trajectory.

2. Grant and Investment Management:

  • Manage a complex portfolio of grants and contracts, overseeing the entire lifecycle from conceptualization and solicitation to execution and evaluation.

  • Draft requests for proposals (RFPs) and conduct due diligence on potential grantees.

  • Monitor grantee performance, providing strategic guidance and support to maximize impact and ensure alignment with foundation goals.

  • Analyze interim and final reports, synthesizing findings to inform future strategic decisions.

3. Partnership and Collaboration:

  • Cultivate and maintain strong, collaborative relationships with a diverse set of stakeholders, including grantees, government agencies, other funders, and academic institutions.

  • Represent the foundation at high-level meetings, conferences, and public forums, articulating our strategy and learning from the field.

  • Act as a connector, fostering partnerships that can accelerate progress and drive systemic change.

4. Knowledge, Learning, and Evaluation:

  • Champion a culture of learning and continuous improvement within your team and across the foundation.

  • Work closely with our Measurement, Learning, and Evaluation teams to design and implement robust monitoring and evaluation frameworks.

  • Translate data and learning into actionable insights, adapting strategies in real-time to enhance effectiveness.

5. Internal Leadership:

  • Serve as a subject-matter expert within the foundation, providing counsel and updates to leadership on the progress, challenges, and opportunities within your portfolio.

  • Prepare and deliver compelling written briefs, presentations, and investment recommendations for foundation leadership and co-chairs.

Ideal Candidate Profile: Who You Are

We are looking for a professional with a unique combination of skills, experience, and personal attributes. The ideal candidate will see themselves in the following description:

A. Education and Experience:

  • An advanced degree (Master’s or PhD) in a relevant field such as Public Policy, Business Administration, Public Health, International Development, Economics, or a related discipline.

  • A minimum of 8+ years of professional experience in a role with significant strategic planning, program management, and partnership development responsibilities.

  • Proven, direct experience in the specific technical area relevant to the GGO division’s focus (e.g., agricultural development, financial services for the poor, gender equality, water sanitation and hygiene).

  • Substantial experience in a grant-making or philanthropic organization, or in managing large-scale contracts and investments, is highly desirable.
