A large-scale, strategic oil and gas development project in Kazakhstan is currently entering a critical execution phase, creating an immediate demand for highly skilled engineering and supervisory talent. This project represents a significant investment in the region’s energy infrastructure and requires a dedicated team to ensure its successful, safe, and timely completion. Detailed Role Descriptions & Requirements
1. Electrical Engineer
Core Function: To design, oversee, and ensure the integrity of all electrical systems for the project.

Key Responsibilities:
-
Develop and review electrical design documents, including single-line diagrams, schematics, and layout drawings.
-
Specify electrical equipment (transformers, switchgear, motors, cabling) and oversee procurement.
-
Ensure all electrical installations comply with international standards (IEC, NEC), project specifications, and local regulations.
-
Provide technical support to construction and commissioning teams, resolving on-site electrical issues.
-
Conduct load flow analysis, short-circuit studies, and coordination of protective devices.
-

Qualifications & Experience:
-
Bachelor’s degree in Electrical Engineering.
-
Minimum of 8-10 years in electrical engineering within the oil & gas sector, specifically on upstream/midstream projects.
-
Proficiency in electrical design software (ETAP, AutoCAD Electrical).
-
Professional Engineer (PE) or Chartered Engineer certification is a strong advantage.

2. Instrument Engineer
Core Function: To manage the specification, design, and implementation of instrumentation and control systems.

Key Responsibilities:
-
Design instrument data sheets (flow, pressure, temperature, level), cause & effect diagrams, and instrument loop diagrams.
-
Select field instruments, control valves, and analyzers suitable for hazardous area classifications.
-
Develop and manage the instrument index and I/O list.
-
Liaise with ICSS engineers for system integration and interface management.
-
Support the calibration, loop checking, and pre-commissioning activities.

Qualifications & Experience:
-
Bachelor’s degree in Instrumentation & Control, Electronics, or Electrical Engineering.
-
7+ years of hands-on experience in instrument engineering for oil & gas process facilities.
-
In-depth knowledge of field instrumentation technologies and international standards (ISA, IEC 61511).

3. ICSS Engineer (Integrated Control & Safety Systems)
Core Function: To engineer the core nervous system of the facility—the DCS (Distributed Control System) and SIS (Safety Instrumented System).

Key Responsibilities:
-
Configure and program DCS (e.g., Yokogawa, Honeywell, Emerson) and SIS platforms.
-
Develop detailed functional design specifications (FDS) for control and safety logic.
-
Perform SIL (Safety Integrity Level) verification and validation.
-
Lead and witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for ICSS.
-
Integrate third-party packages and subsystems with the main ICSS.

Qualifications & Experience:

Engineering degree in a relevant discipline.

Minimum 8 years of specific, dedicated ICSS/Process Control engineering experience in oil & gas.

Certified Functional Safety Engineer (CFSE/CFSP) is highly desirable.

4. ICSS Instrument Supervisor
Core Function: To bridge engineering and field execution for all ICSS and instrument-related activities.

Key Responsibilities:

Supervise the installation, termination, and testing of all instrument loops and ICSS components.

Manage a team of foremen and technicians, ensuring work is performed per drawings and procedures.

Coordinate day-to-day activities with construction contractors and the commissioning team.
-
Review and approve method statements, work permits, and test records.
-
Enforce strict compliance with safety protocols during hazardous work (hot work, confined space).

Qualifications & Experience:

Diploma or degree in a relevant engineering field.

12+ years in oil & gas, with at least 5 years in a supervisory role for instrument/control systems installation.

Strong understanding of construction sequencing, hook-up, and pre-commissioning workflows.

5. ICSS Instrument Foreman
Core Function: To provide direct, hands-on leadership to the instrumentation and control technicians in the field.

Key Responsibilities:

Execute daily work assignments as directed by the Supervisor, mobilizing crews and tools.
-
Ensure toolbox talks are conducted and that all team members understand their tasks and associated risks.
-
Monitor the quality of installation work (cable pulling, tray installation, junction box mounting, termination).
-
Report progress, manpower, and any issues or deviations to the Supervisor.

Qualifications & Experience:
-
Trade certification or equivalent technical diploma.
-
8+ years of field experience, with 2-3 years in a lead technician or foreman capacity.

Practical expertise in instrument installation standards and testing procedures.

6. Instrument Technician
Core Function: To perform the physical installation, calibration, and testing of field instruments.

Key Responsibilities:

Install, mount, and calibrate various field instruments (transmitters, gauges, control valves).
-
Perform loop checks, continuity tests, and function tests.
-
Troubleshoot and rectify faults in instrument loops.
-
Maintain calibration records and test documentation.

Qualifications & Experience:

Technical diploma or ITI certification in Instrumentation.
-
Minimum 5 years of field experience in oil & gas or heavy process industry.

Ability to read P&IDs, loop diagrams, and installation drawings.

7. Mechanical Supervisor
Core Function: To oversee all mechanical construction activities, ensuring quality and schedule adherence.

Key Responsibilities:

Supervise piping and machinery foremen and their crews.
-
Coordinate mechanical work with other disciplines (civil, electrical, instrumentation).
-
Manage the receipt, storage, and handling of mechanical equipment and materials.
-
Ensure all hydro-testing, alignment, and mechanical completion activities are properly planned and executed.

Engineering degree or advanced diploma in Mechanical Engineering.

15+ years in oil & gas construction, with a proven track record in a supervisory role on major projects.

Comprehensive knowledge of ASME, ANSI, and API standards.

8. Mechanical Foreman – Piping
Core Function: To lead the piping fabrication and installation crew.

Key Responsibilities:

Direct day-to-day piping activities: fabrication, erection, supports, and welding.

Ensure correct WPS (Welding Procedure Specification) is followed and monitor weld quality.
-
Oversee flange management, bolt torquing, and hydrotest package preparation.
-
Enforce strict adherence to isometric drawings and piping specifications.

Qualifications & Experience:

Certified welder/fitter with extensive supervisory experience.

10+ years in piping construction, with deep knowledge of alloy and carbon steel systems.

9. Mechanical Foreman – Machinery
Core Function: To lead the installation, alignment, and care of rotating and static equipment.

Supervise the installation of pumps, compressors, turbines, vessels, and heat exchangers.

Oversee precision alignment (laser) of rotating equipment as per vendor manuals.

Manage machinery grouting, piping connections (ensuring no strain), and pre-commissioning lubrication.

10. Mechanical Technician – Piping
Core Function: To execute skilled piping construction tasks.

Key Responsibilities:

Perform pipe fitting, welding (if certified), and assembly according to isometrics.

Install valves, hangers, and supports.
-
Assist in hydrotesting, pneumatic testing, and system blow-down.
-
Conduct visual inspection of welds and fabricated spools.

Trade certification as Pipefitter or Welder.

Minimum 5 years of experience. API 570 certification is advantageous.

11. Mechanical Technician – Machinery
