Your Mandate: Enable Safe Operations in a Complex Environment
Your core mission is to ensure the secure, efficient, and compliant movement of personnel, equipment, and materials across a defined and challenging operational corridor. You are the on-the-ground authority responsible for integrating real-time security risk assessment with practical logistics planning. You will not only manage risks but engineer the solutions that allow essential projects to proceed.
You will build and manage a local network, oversee contracted security elements, ensure compliance with national and local regulations, and serve as the primary liaison for client field teams on all matters of security and movement. This is a leadership role for a pragmatic, resilient, and culturally adept professional.
Core Responsibilities & Key Tasks
1. Security Management & Risk Mitigation

Conduct continuous threat and risk assessments for the AOR, producing regular updates and alerts for internal and client teams.

Develop, implement, and manage the Journey Management Plan and Site Security Plans for all movements and static locations within the AOR.

Serve as the field-level supervisor for contracted security providers, ensuring their performance meets agreed standards and protocols.

Act as the incident manager for any security or safety-related events within the AOR, leading the initial response and coordinating with the Operations Director.

Maintain the crisis communication plan and ensure all personnel are trained on relevant procedures (medical evacuation, emergency relocation, etc.).
2. Logistics & Movement Coordination

Plan and coordinate all road movements for personnel and cargo, selecting routes based on current security, weather, and road conditions.

Oversee the maintenance, readiness, and equipping of the company’s fleet of hardened vehicles within the AOR.

Manage relationships with key local logistics suppliers (fuel, warehousing, maintenance, customs brokers).

Coordinate with client teams to schedule movements, ensuring efficient use of assets and adherence to security protocols.

Maintain meticulous movement logs, vehicle tracking data, and fuel/consumables records.
3. Stakeholder Engagement & Compliance

Build and maintain a trusted network of local contacts, including community leaders, local authorities, and other operators in the region.

Ensure all operations have the necessary local permits and authorizations for movement and activity.

Liaise directly with client site managers and visiting personnel, providing security briefings and ensuring their understanding of local rules and restrictions.

Uphold the highest standards of ethical conduct and cultural sensitivity, protecting the reputation of the company and its clients.
4. Administration & Reporting

Manage the AOR operational budget for security, logistics, and related services.

Produce daily situational reports and weekly comprehensive summaries for management and clients.

Ensure all personnel files (training, medical, visas) for assigned staff and contractors are current and compliant.

Conduct regular audits of procedures, equipment, and contractor performance.
The Candidate Profile: Essential Experience & Attributes
Mandatory Requirements

Experience: Minimum of 8 years in a directly related role, such as:
-
Military or police service in a logistical, intelligence, or special operations capacity.
-
Security and logistics management for an NGO, IGO, or extractive industry company in a high-risk environment.
-
At least 3 years of this experience must be within North Africa or the Middle East, with preference for Libya-specific experience.

Skills & Competencies:

Advanced Driving Skills: Certified in defensive/offensive driving for high-risk environments (4×4, convoy operations).

Medical Proficiency: Current FPOS-I or FREC 4 (or equivalent) medical certification.

Risk Analysis: Proven ability to produce clear, actionable risk assessments and security plans.

Technology: Proficiency with satellite communications (BGAN, VSAT), GPS tracking systems, and secure communications.

Languages: Professional fluency in English (operational language). Arabic language skills (MSA or Libyan dialect) are an absolute requirement.

Established local network in Northwest Libya.

Mechanical knowledge for basic vehicle troubleshooting.

This is a demanding role compensated with a comprehensive, high-risk allowance package.
